take a screwdriver and unscrew the license plates. LEAVE THEM ON THE CAR!!!!!!!!!!!!! now, trow the screws as far as you can and rest the plates in where they were before the prank. when the victim uses the pranked car, the plates will fall of an he/she will get a ticket.
